Regulatory Compliance Overview

Minco is committed to compliance with the applicable laws and regulations of the countries we operate in, and those into which we ship our products.

Product Environmental Compliance

In support of our Environmental policy, Minco has taken steps to support our customers and supplier base in complying with efforts to limit identified substances from our products, thereby contributing to the protection of human health and the environment.  Where reasonable, we will work with our suppliers to confirm compliance of our products to appropriate legislation and initiatives.

Small and Disadvantaged Business Subcontracting

Minco is committed to utilization of all designated small business suppliers of all classifications, supporting socioeconomic purchasing programs and recognizing the compelling economic and social needs of our communities. We actively pursue opportunities to assist small and diversity suppliers in becoming qualified and valued suppliers to Minco.  MINCO works with U.S. Government-registered Small Disadvantaged Businesses (SDB), Woman-Owned Small Businesses (WOSB), Hub Zone, Veteran-Owned Small Businesses (VOSB), and Service-Disabled Veteran-Owned Small Businesses (SDVOSB) through our Purchasing organization. We afford suppliers of all designated small business classifications the maximum practicable opportunity to participate in the performance of Federal Government contracts.  It is the policy and intention of Minco to meet the principles of Public Law(s) 95-507, 99-661, 100-65, 100-180, 103-355, 105-135, 106-50 the Federal Acquisition Regulation (FAR), and to fully honor and implement the requirements of the laws in the government contracts into which Minco enters.

Export Control

Minco employees, including subsidiaries, are aware of the importance of U.S. export controls and Minco’s responsibility and commitment to comply with the controls.  Under no circumstances will exports or re-exports be made contrary to U.S. export control regulations.  Minco is not a participant in the US Customs and Border Protection C-TPAT program.

International Traffic in Arms Regulations (ITAR)

Minco has registered with the US State Department and has programs in place for appropriate treatment of all ITAR information and compliance with ITAR license conditions.  ITAR is a set of United States government regulations that control the export and import of defense-related articles and services on the United States Munitions List.  ITAR regulations dictate that information and material pertaining to defense and military related technologies may only be shared with U.S. Persons unless approval from the Department of State is received or a special exemption is used. Counterfeit Parts Prevention

Minco is committed to prevent the entry of counterfeit parts or parts with questionable pedigree into the supply chain. The Aerospace AS5553 Standard - Counterfeit Electronic Parts; Avoidance, Detection, Mitigation, and Disposition is used as a best practice measure of compliance.  The AS5553 standard is designed for adoption by aerospace and military manufacturers and contractors, providing uniform requirements, practices and methods to mitigate the risk of receiving and installing counterfeit electronic parts.  Products provided by suppliers are critical to counterfeit parts compliance. Minco flows down the requirement to suppliers via the “Minco Supplier Quality Requirements (MSQR)” which is included as part of every Minco purchase order.  Minco receiving inspection confirms that properly completed, required certifications are received from the supplier with delivered parts.

Conflict Minerals

Minco is aware of the concerns with regards to “conflict minerals” that may originate from the Democratic Republic of Congo (DRC) and its neighboring countries, and understands the importance of this issue.  Minco does not support the use of or the purchasing of these minerals from the DRC and its neighboring countries.  We expect our suppliers to comply and only source materials from environmentally and socially responsible suppliers.  We will work with our suppliers to comply with these expectations and avoid procurement of materials from conflict regions.
